Township of North Glengarry to expand wastewater infrastructure project

The Township of North Glengarry announced that it has reached an agreement with the Government of Ontario to expand the scope of the township’s wastewater infrastructure project that was funded through Ontario’s Municipal Housing Infrastructure Program’s Housing-Enabling Water Systems Fund.

In 2025, Ontario committed approximately $28.5 million to support the North Glengarry Wastewater Capacity Expansion Project. Following completion of the detailed design and competitive tender process, the projected cost of the project is $24.8 million, creating an opportunity to reinvest $14.2 million to support additional wastewater infrastructure improvements in Alexandria and Maxville.

“This agreement is an excellent example of what can be achieved when the Province and a municipality work together to find practical solutions,” said Stéphane Sarrazin, MPP for Glengarry-Prescott-Russell.

Through collaboration with the Government of Ontario, the township has successfully secured approval to broaden the project’s scope and redirect available funding toward additional wastewater infrastructure initiatives in Alexandria and Maxville, including:

  • Expansion and optimization of the Maxville Lagoon system, including aeration, polishing treatment and conveyance infrastructure.
  • Upgrades and expansion of the Maxville Main Sewage Pumping Station.
  • Upgrades to the Alexandria Main Sewage Pumping Station.
  • Additional wastewater improvements in Alexandria to support future housing growth and regulatory compliance.

Collectively, these infrastructure investments will more than double wastewater treatment capacity in both Alexandria and Maxville, creating servicing capacity equivalent to approximately 3,210 residential units in Alexandria and 811 residential units in Maxville. This additional capacity will help address local housing demand, support economic growth and advance the township’s long-term development objectives.

“These projects will help unlock future housing opportunities, support sustainable growth, strengthen our local economy and ensure our communities have the infrastructure capacity needed for generations to come. Council has identified housing, economic growth and infrastructure investment as key strategic priorities and this agreement allows us to deliver on those priorities while maximizing a significant provincial investment and generating even greater value for our residents,” said Jamie MacDonald, Mayor, Township of North Glengarry.

The amended agreement also extends the project timeline, allowing the township sufficient time to complete the expanded scope of the North Glengarry Wastewater Capacity Expansion Project.  Construction of the Alexandria Lagoon Expansion is actively underway and scheduled for completion by the end of 2027 and the Maxville Lagoon Expansion is scheduled to be completed by the end of 2028.
