The City of Regina concluded its largest water infrastructure investment in recent years, completing the Water Network Expansion Project approximately three months ahead of schedule and roughly $17.5 million under budget.
“The successful completion of the Water Network Expansion Project is a significant milestone for Regina,” said Kurtis Doney, Deputy City Manager, City Operations. “By delivering this project ahead of schedule and under budget, we’ve strengthened one of our city’s most critical pieces of infrastructure while providing the capacity needed to support future growth. Investments like these ensure residents continue to receive safe, reliable water service today and for generations to come.”
The three-year, $170 million project began in 2023, included the construction of the new Redbear Avenue Pumping Station, two water storage reservoirs, and an 8.4 kilometer water supply main. The Redbear Avenue Pumping Station became fully operational in December 2025, with final landscaping completed in August 2026.
The project ensures the City can continue providing reliable water pressure and service for current residents while expanding capacity to support a population of up to 310,000 people. The new pumping station and reservoir site was also designed with future growth in mind and can be expanded to accommodate a population of up to 500,000.
Timeline:
- 2026: Landscaping and final clean up to be completed at the pumping station and reservoirs site.
- 2023 to 2025: Water pumping station and reservoirs constructed and put into service at 2605 Redbear Avenue East.
- 2024: Water supply main construction along Ring Road from Pasqua Street North to Ross Avenue.
- 2023 to 2024: Water supply main construction alongside Fleet Street from Redbear Avenue to Emmet Hall Road and along the North Storm Channel from Fleet Street to Ring Road.
