About The Project

THE PROJECT will modernize the plant’s secondary treatment systems, replacing aging infrastructure, improving reliability, and plant performance. The project will also improve operations, efficiency, and reduce greenhouse gas emissions for the plant, which serves more than 650,000 residents.

The project will be delivered using a Construction Manager at Risk (CMAR) model, marking the first time Toronto has adopted this approach. The city says the CMAR model will foster stronger collaboration and accountability in the delivery of large-scale capital projects.
