John brings over 30 years of experience in water and wastewater systems, with a background spanning engineering design, operational support, and treatment process optimization. He is a registered Professional Engineer with a Bachelor (1992) and Master (1996) degree in engineering, as well as extensive experience in regulatory compliance, permitting, water quality and quantity monitoring, and project management.  John has supported asset management and reserve fund planning for small systems and has played a key role in developing Municipal Responsibility Agreements for land development projects.  He maintains close working relationships with regulatory agencies and staff to ensure alignment with current policy and best practices.
